Rights : The Federal Court of Justice ruled that homeowners' associations cannot block apartment owners from installing an air-conditioning unit (Az. V ZR 162/25). Berlin owners had been denied permission by their WEG association over noise, condensation, and exhaust heat concerns. The court says only the structural effects of installation count, not the noise the unit makes once running, unless specific harm is already documented in advance. Owners can force approval through the courts under § 20 Abs. 3 WEG as long as the installation doesn't unreasonably burden other residents.

Health : IKK Classic will raise its supplementary contribution from 3.4% to 3.85% on August 1st. As per the new reform, health insurers are not required to inform you about the contribution increase.

Travel : Bundesnetzagentur forces DB InfraGO to open the busiest long-distance rail corridors to competitors. DB InfraGO may reserve no more than 60 to 75% of long-distance capacity for a single operator. This guarantees room for rivals such as Italo to run trains on routes serving hubs like Munich and Frankfurt. Competitors must also get access to ticket-sales space and lounges at major stations. It is meant to improve competition, options, and prices for train travelers. [3]

Tax : Finance Minister and Justice Minister presented a joint action plan against tax and financial crime on July 16. It creates

  • A new Joint Center against Tax and Financial Crime at the customs authority
  • A cross-agency Data Analysis Center using AI to detect fraud patterns.
  • Maximum sentences for serious organized tax crime rise to 15 years.
  • The plan proposes to abolish "Selbstanzeige" (voluntary self-disclosure) in its current form. Currently, Selbstanzeige lets you avoid prosecution for undeclared income or foreign accounts by repaying taxes plus a 10-20% surcharge. This affects expats who have undeclared foreign accounts or income. [4]

  • ING customers are receiving emails that say you have scheduled a transfer. If you have not initiated the transfer, log in via the link in the email. Again, don't click the link in the email. Instead, log in via your mobile app to check.
  • Sparkasse customers are receiving emails about the chipTAN procedure, which is about to expire. Don't click any links. Log in to the website or mobile app to confirm. [1]

Product Recall : The following products have been recalled by the manufacturer.

  • Freshona Bio frozen berry mix sold at Lidl is recalled as it may contain noroviruses. [2]
  • Decathlon is recalling B’TWIN SD500E and MD500E e-scooters purchased between 1 September 2024 and 15 June 2026 due to a safety defect. The defect could cause a crack at the connection between the frame and the front stem. [3]

  • The Federal Cabinet approved the draft GeDIG law on July 15. It lays the technical groundwork for electronic referrals, a digital appointment-booking platform, and a new "primary care" system. It also expands how anonymized health data can be used for research. The bill still needs Bundestag approval. [1]
  • The Cabinet approved a draft law to digitize and modernize the Bundesagentur für Arbeit (Federal Employment Agency). This is part of the "Entlastungskabinett" (relief cabinet) session cutting an estimated €600 million a year in red tape.
